Ok i got a bit mix up. So you know Gondo was looking at the stimulation test of how to set up a black out in Fugeki (the so called new capital in Ghost in the shell universe). But in episode 21, the actual place that got a black out is Nayasaki. And in episode 22. There was a so called bomb in Fugeki's city electricity tower. So my question is. When the black out happened, the black out only affect Nayasaki or does it extend to Fugeki. Let's assume Fugeki dindt get the black out then why did Gondo trying to set up a black out in Fugeki.

I presume that you are meaning Fukuoka. In the scenario shown to Gouda it was said, that the same effects would apply to any other major city - Fukuoka was just a given example. But since the incident happened in Nagasaki's coast, the scenario was applied there.
