I think UMD Movies for the Sony PSP are region locked so this UMD can only work on Japanese PSPs and not American PSPs.

Actually that's not truen AFAIK. PSPs are region free. At least for games anyhow. I would also assume that translates to movies as well, but I could be wrong. Movie companies tend to be stricter with those sorts of things.

Yeah I thought the PSP DVD discs were region-locked (something to do with the usual silly movie industry fears, of course), but as I don't have a PSP I can't say for certain.
