Help identifying clip

I watched all 3 of the movies and both seasons but i cant remember where or if this clip fits in 6:49-7:19

i think thats the only link there is to to GitS is Motoko because the other character doesn't appear in any of the GitS things ive seen. It does remind me of DOA if that helps, unless its something thats in the new GIG summary OVAs released recently.

Yes it could be a different anime but it looks soo simalar to motoko and the gits style.
