Section 9's Expansion.

Sort of a weird way to title this subject. Anyway, I know that after season 2 of Ghost in the Shell SAC, Public Security Section 9 has expanded for over 2 years at least. The question I wanted to ask is, despite being an intelligence agency, is it possible they can hire assets with special skills that have origins outside of Japan?

My answer is more generic I guess. I'd call it a mistake for any intelligence organization to have full time operatives from a foreign nation. I think you always want someone that never has nationality as a conflict of interest. As for hiring a specialty that is missing from your full-time roster for a one-off mission then I think that is game on. Even if this is a repeated go-to type person. It keeps them compartmentalized and away from national secrets.

I know that in the anime they repeatedly focus on the difficulty of finding new recruits that meet the standards set by the core members. Aramaki himself calls the group unique and irreplaceable. It's not just that each member is very very good at what they do it's that they work so very well together. Motoko isn't just a super wizard level hacker, she's a terrific judge of character and a good people manager.
People tend to look at you a little strangely when they know you stuff voodoo dolls full of Ex-Lax.

So, I guess that answer means it's not 'advisable' to hire someone that's from foreign land. True, but how about this. What if this person was naturalized as a citizen here in japan and had the skills Section 9 might want? I guess that might not work either, considering the security clearence for Japan's Intelligence communities I guess, it might not be in their "best interest" to hire someone from, let's say the American Empire, who went to Japan for citizenship. Either that or political asylum, which technically counts them as a refugee there too.

Well, according to the upcoming film, S9 has quite an international cast. Japanese handler, but there also seems to be an American topdog (Cutter), Batou (seems American in film), Major (questionable) scientist (French), Ishikawa and Borma seem of some African descent, Togusa (Maybe Japanese), Ladiya (actress is from Turkey, I believe).
I would be nice to know what kind of budget Public Security has been afforded, especially if hey somehow are able to have access to foreign operators. This is why I love the manga and SAC as they were always counting pennies for bullets. At the same time, it was a team the Major had built because of her reknown on he mission field.
The most I have ever heard of is that foreign elements will act as advisors for training or conduct training exercises, but as contractors...IDK. I'd imagine background checks would be extensive, because it seems like in SAC they were either mercs or career specialists. I always felt Batou was American.

We know from solid state society they are willing to go assist and lead operatives outside of Japan. Didn’t Ishikawa or Saito just return from a time away working on a special mission.
