Togusa is my favorite character because he's the heart of the team and seems to represent the viewer to see things from a "human" POV( which is also why the Major recruited him in the actual show). I also admire his determination to keep his "humanity". There are many advantages of having a prosthetic body that's makes it so tempting, but there are just some things it can't replace and if I lived in the GitS universe, I would stay "human" too( I would get a cyberbrain since the show implies it's nearly impossible to live without one and because of the plain geek in me

He shows the viewer that being a plain old "human" is still a good thing. He keeps up with his teammates so well that it's easy to forget that he's not a cyborg and that he didn't come from the military. I would lose all respect I have for him if he gave into being a cyborg just so it would make his job easier.
